GovIntel Wins Smart Country Startup Award

Berlin continues to cement its position as a hub for innovative tech solutions. GovIntel, a local startup, has won the Smart Country Startup Award 2025, showcasing how artificial intelligence can transform public procurement processes.
According to a press release from Bitkom, the digital association that organizes the award through its Get Started initiative, GovIntel impressed the jury at the Smart Country Convention with its AI-powered approach to analyzing public data. The startup uses artificial intelligence to evaluate procurement announcements, budget documents, meeting records, and parliamentary debates to identify planned procurements six to twelve months before official tenders are published.
This early-warning system creates opportunities on both sides: companies can position their solutions ahead of time, while public administrations discover suitable innovations before rigid procurement frameworks are finalized.
"Innovative startups are the driving force behind fresh ideas and digital solutions in our cities and public administration," said Daniel Breitinger, Head of Startups & Scaleups at Bitkom. "The Smart Country Convention connects the startup scene directly with decision-makers from municipalities and authorities. That's how real digital transformation happens."
The award, given annually to young companies with outstanding Public Sector solutions, comes with valuable prizes. GovIntel receives a stage slot at the Smart Country Convention 2026 worth €10,000, plus a free one-year Bitkom startup membership.
The competition was organized in partnership with Deloitte and Projekt Zukunft, an initiative by Berlin's Senate Department for Economics, Energy and Public Enterprises, further underlining Berlin's commitment to supporting digital innovation in the public sector.
With over 18,000 participants, the Smart Country Convention is the leading event for digital government and public services in Germany.
